The meeting was called to order at 3:32 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public and all representations to Council form part of the public record. This meeting was webcast live and  archived on the City’s website.

    THAT the minutes of the Committee of the Whole Meeting held Tuesday, November 21, 2023 in the City of West Kelowna Council Chambers be adopted.

Dr. Neil Fassina, President from Okanagan College provided a PowerPoint presentation on the history of the College, initiatives that are underway, capital projects, student success and the professional roles that need to be filled. He was available for questions and comments from Council.

Council comments included the importance of connection with the community and the local school district and a suggestion was made for a remote campus in West Kelowna and for a conversation to be had with the West Kelowna Economic Development Corporation.

Sinéad Scanlon, CPA, CA Engagement Partner from BDO Canada provided a PowerPoint presentation on Audit Planning which included the BDO audit team, audit timeline, auditors responsibilities (Financial statements with opinions and Fraud), significant risks and planned responses. An update was provided on what Council will expect from the final audit meeting coming up in May 2024. She was available for questions and comments from Council.

Mark Holland, Principal from Westplan Consulting Group provided a PowerPoint presentation on behalf of Urban Development Institute which included a health-check on the issues impacting the provision of housing in todays world, focusing on costs (affordability and income), prices (cost development), policies (public policy conundrum) and the future. He was available for questions and comments from Council.
