The meeting was called to order at 6:00 p.m.

Ryan Holt, President, Casa Loma Community Association

  • Currently there are more than 300 homes and 800 residents in Casa Loma with property assessed values in excess of $300,000,000
  • Some recent Casa Loma activities include:
    • Community surveys on the Constitution and on the Blackmun Bay Development
    • An updated community constitution and adoption
    • Progress with speeding issues on Campbell Road
    • A Community Easter Egg Hunt
    • Kalamoir Park Clean Up day on May 4th
  • Some community concerns include:
    • Environmental conditions - land slippage and flooding risk, drainage, fire risk, impacts to the wildlife corridor
    • Proposed developments and impacts on the community
    • Fire safety/fire risk - only 1 access into and out of Casa Loma
    • Highrise apartment buildings require specialized fire trucks, ladders, etc.
    • Additional access roads, costs, and impacts to the beauty of the community
    • Drinking water intake - fish screen and chlorine treatment only
    • Traffic volume, congestion, access, pedestrian safety

Requesting

  1. Status on an Exit Strategy (in case of fire) for Casa Loma;
  2. That the $30,000 contribution from the Casa Palmero Development be used for Casa Loma waterfront parks 

Mike Wilding, Past President, Lakeview Heights Community Association

  • Appreciate/thank Council for:
    • Work done on the Rose Valley Water Treatment Plant and steps taken to avoid the algae bloom
    • Keeping Menu and McCallum Roads for emergency traffic only
    • Wine Trail Phase 2
    • Efforts on the Speculation Tax
    • Providing a Grant in Aid each year
  • Concerns include:
    • Traffic - speeding, volumes, lack of sidewalks, speed bumps don't work; need more enforcement
    • Boucherie - pavement lines are disappearing and in some areas there are no lines
    • On street parking is becoming an issue

Requesting

  1. Additional opportunity for input to Council on large neighbourhood development proposals
  2. A Neighbourhood Plan for Lakeview Heights
  3. A community park for Lakeview Heights
  4. More enforcement for traffic issues

 

Bruce Dalrymple and Greg Gibault, Gellatly Bay Trails and Parks Society

  • Their major undertaking is Trail 2000
  • There are 5 kiosks located throughout the Westside showing the trail connection between Peachland and the Bennett Bridge
  • Some major hurdles to address - the connection from Seclusion Bay Road to Robson Place; and the end of Drought Road (needs a retaining wall)
  • Other projects include building bridges, stairways, steps, boardwalk, trails in Glen Canyon
  • GBTAPS willing to provide seed money for the development of an asphalt walkway along Whitworth

Requesting

  1. Lobby the Provincial Government to get the portion of the trail completed
  2. Walkway along Whitworth Road 

Bea Kline and Bill McRorie, Green Bay Property Owner's Association

  • The approximate combined assessed value of properties on Green Bay Road is $130,000,000
  • Appreciate the City's assistance during the flood
  • Appreciate the City maintaining /operating the intake circulation pump
  • Concern with the increased sediment deposited at the mouth of Green Bay; last dredged in 1999

Requesting

  1. Drainage issues be resolved (Len's Lake)
  2. Signage at the mouth of the Bay, welcoming recreational users
  3. Solution to the increasing sediment deposited at the mouth of the bay

Karen Beaubier, Executive Director, Greater Westside Board of Trade

  • Appreciate the City's support of the permissive tax exemption
  • Current membership is just under 400, with 67 new members joining over the past year
  • Looking to implement a tiered fee structure for members
  • The Board has adopted its three year Strategic Plan and added an Events Committee
  • Some past and upcoming events include a winery tour, boat cruise, a Taste of West Kelowna, lunch and learn series, Key Business Awards Gala, golf tournament, Valleywide Business Expo, and Italy trip
  • Implemented a new Corporate Sponsorship Program
  • Established a Marketing and Communications Committee
  • Established a weekly e-newsletter
  • Looking at establishing a Business Watch program
  • Continue to support the City on lobbying the Provincial Government to secure an Urgent Health Care Centre on the Westside
  • Supports the City to pressure the Province on a secondary powerline

Graham O'Leary, President, Glenrosa Resident's Association

  • Currently have 94 members
  • Some community concerns include:
    • The secondary exit out of Glenrosa
    • Traffic - vehicle speeds, tight traffic circles
    • Sidewalks - safety for pedestrians walking on main artery roads
    • Road maintenance - poor road/pavement conditions, crumbling roads, potholes
    • Police presence needed to address speeding
    • Lack of water supply in Upper Glenrosa
    • Winter snow removal - icy roads, snow not being removed past white lines, only single lane snow clearing
    • Mosquito control
    • Bylaw Enforcement - unsightly premises, garbage being dumped on the roadside, parking on roads in the winter
    • Bear Aware Garbage Bins - residents are putting their garbage out the night before collection day
    • Lack of street lights on arterial roads

Requesting

  1. Fire mitigation around Glenrosa and Powers Creek Canyon and along the Jackpine Forest Service Road
  2. Road to be graded on the Jackpine Forest Service Road
  3. Ensure there is cell service on the Jackpine Forest Service Road
  4. Enlarge traffic circles for larger vehicles or replace traffic circles with removable speed bumps
  5. More sidewalks to all school zones in Glenrosa
  6. Speed Radar and community policing in the community
  7. Mosquito Control program
  8. Increase Bylaw Enforcement patrols through Glenrosa
  9. Implement a garbage bin that is bear proof
  10. Install additional street lights to vulnerable areas of the community
