    THAT the minutes of the Special Meeting of Council held Thursday, February 6, 2020 in the City of West Kelowna Committee Room be adopted.

    THAT the minutes of the Regular Meeting of Council held Tuesday, February 11, 2020 in the City of West Kelowna Council Chambers be adopted.

    Resolution No.C057/20

    THAT the City of West Kelowna continue to strongly support the removal of its municipality from the Speculation and Vacancy Tax (SVT) as a designated taxable region, effective December, 2020, to mitigate the undue burden placed on our Community by the BC Government; and

    THAT Council direct the Mayor to request a meeting with Finance Minister Carole James in order to discuss the City of West Kelowna’s submission presented at the SVT meeting, held on September 12, 2019, and to provide the Minister with updates to that submission; and

    THAT Council direct the Mayor to write a letter on behalf of the City of West Kelowna to the Finance Minister requesting information as to when and how the SVT revenue collected for the 2018 and 2019 calendar years will be used to help fund more affordable housing within the City of West Kelowna.

    THAT Council rescind first, second and third reading to City of West Kelowna Zoning Amendment Bylaw No. 0154.58, 2017 and abandon the bylaw; and,

    THAT Council direct staff to close the file.

    THAT Council support the proposed Liquor and Cannabis Regulation Branch Lounge Endorsement application (LL 20-01) for Lakesider Brewing Company (845 Anders Road) in accordance with the information contained in this report.

    Resolution No.C061/20

    THAT Council support the collaborative grant application for $149,000 to the Union of B.C. Municipalities (UBCM) for the development of a Central Okanagan Wellness and Poverty Strategy; and

    THAT Council appoint a staff liaison for the duration of the project (approximately one year).

Information Report from the Roads and Drainage Supervisor.

    Resolution No.C062/20

    THAT Council authorize the Mayor and Corporate Officer to execute an agreement with AEL, a Division of Emcon Services, to provide road maintenance services from May 1, 2020 through April 30, 2025 for the City of West Kelowna.

    Resolution No.C063/20

    THAT Council give second reading as amended to the “City of West Kelowna Financial Plan Bylaw No. 0271, 2019”; and,

    THAT Council direct staff to further amend the Financial Plan to reflect a tax rate increase of 4.5% by utilizing discretionary funds ($16,505) and the balance to come from a reduction to the operating budget prior to consideration of third reading.

    THAT Council adopt the proposed General Admission Recreation Fee structure to assist in establishing rates for the City of West Kelowna Fees and Charges Amendment Bylaw; and

    THAT Council give first, second and third reading to the City of West Kelowna Fees and Charges Amendment Bylaw No. 0028.65, 2020.
