At the September 26, 2023 Regular Council Meeting, Councillor de Jong provided the following Notice of Motion, which is now before Council for consideration:

  • Recommendation to Consider and Resolve:

    WHEREAS the McDougall Creek Wildfire is no longer considered a “wildfire of note” and is moving in to a period of recovery;

    AND WHEREAS, Council recognizes the hard work of the many emergency personnel and volunteers that fought this wildfire and provided emergency services to those in need;

    AND WHEREAS, the emergency personnel, volunteers, and local residents were impacted by this wildfire.  The public has something to say and they deserve a time to share their stories in an open, transparent forum.  Sharing of these stories is part of the healing process;

    AND WHEREAS, during the McDougall Creek Wildfire there were many challenges involving Emergency Support Services, especially in West Kelowna.  Emergency Support Services were coordinated through the Regional District of Central Okanagan as a local authority based Provincial emergency response program;

    AND WHEREAS, there is opportunity to learn from the responses to the McDougall Creek Wildfire and how to improve the Regional District of Central Okanagan Emergency Plan, a living document that was last revised in 2020;

    NOW THEREFORE BE IT RESOLVED THAT Council direct the Mayor to write the Regional District of Central Okanagan requesting an Independent Public Hearing Process regarding the McDougall Creek Wildfire with a focus on Emergency Support Services and the effectiveness of the Regional District of Central Okanagan Emergency Plan.

  • Recommendation to Consider and Resolve:

    THAT Council endorse the rescindment of the State of Local Emergency for the McDougall Creek wildfire authorized by Acting Mayor Carol Zanon executed on September 29, 2023.

  • Recommendation to Consider and Resolve:

    THAT Council receive for information the report dated October 10, 2023 from the Director of Engineering and Operations, with respect to water pit meters for new construction; and

    THAT Bylaw No. 0274.02 being Water Regulation Amendment Bylaw not be forwarded for reading consideration.

  • Recommendation to Consider and Resolve:

    THAT Council give first, second and third reading to “Property Tax Exemption Bylaw No. 0311, 2023.”

  • Recommendation to Consider and Resolve:

    THAT Council support the City’s Housing Accelerator Fund (HAF) Action Plan that includes the proposed initiatives, generally outlined as follows along with all additional required documentation to the Canada Mortgage and Housing Corporation as the City’s application under the Housing Accelerator Fund Program:

    Proposed Housing Accelerator Fund Initiatives:

    1. Accessory Dwelling Unit Strategy – Gentle Density Infill
    2. Missing Middle – Plex-readiness
    3. Rental Use Zoning Policy
    4. Structured Density Bonusing Program
    5. Non-market Affordable Housing and Priority Housing Incentives
    6. Parking Regulation Revision
    7. Development Approvals Procedures Streamlining; and

    THAT Council authorize the Chief Administrative Officer to enter into any contribution agreements or amending agreements that may be required should the City be approved for funding under the program.
