The meeting was called to order at 1:30 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public.  All representations to Council form part of the public record.  This meeting was webcast live and archived on the City's website.

    THAT the minutes of the Regular Council Meeting held Tuesday, May 28, 2024 in the City of West Kelowna Council Chambers be adopted.

Acting Mayor Johnston, on behalf of Council, invited the community to the City Hall/Library Building official opening on June 29, 2024.

It was acknowledged that Friday, June 21 is National Indigenous Peoples' Day and Council congratulated the Class of 2024 Westside graduates.

Danielle Hubbard, CEO of Okanagan Regional Library provided a PowerPoint presentation on the library's strategic plan and was available for questions and comments from Council.

    Resolution No.C179/24

    THAT Council authorize the issuance of a Westbank Urban Centre Development Permit (DP 24-08) for a 7 storey mixed use building at Lot A District Lot 486 ODYD Plan EPP135675 located at 3717 Hoskins Road, subject to the conditions outlined in the Development Permit in the report dated June 11, 2024 from the Planner III.

    AND FURTHER THAT if the Development Permit has not been issued within one year from the date of approval, the Permit shall be deemed to have been refused and the file closed.

    THAT Council direct staff to collaborate with the social service sector providers to pilot a new resource hygiene centre to support people experiencing homelessness and housing insecurities within our community.

    THAT Council defer the Westside Resource Hygiene Centre.

    THAT staff bring back a report to Council within the next one to two meetings outlining resources required to mitigate impacts of the resource hygiene centre on the adjoining neighbourhood.
