  • Recommendation:

    THAT City of West Kelowna Council supports the City of West Kelowna’s participation in the Regional District of Central Okanagan’s Curbside Food Waste Program.

  • Recommendation:

    WHEREAS the Regional District of Central Okanagan (the “RDCO”) is giving consideration to Bylaw No. 1573 – Amendment No. 2 to Regional District of Central Okanagan Transportation Demand Management Extended Service Establishment Bylaw No. 831, 1999 (the “Bylaw”);
    AND WHEREAS, the Bylaw proposes to amend the boundaries of the service area for the RDCO’s Transportation Demand Management Extended Service to include the City of West Kelowna as a participating area;
    AND WHEREAS, pursuant to the Bylaw, the entire area of City of West Kelowna is to form a participating area under the Bylaw;
    AND WHEREAS, pursuant to sections 346, 349(1) and 350 of the Local Government Act, the Council for the City of West Kelowna can provide participating area approval by consenting on behalf of the electors to the adoption of the Bylaw and notifying the Regional Board of its consent;
    NOW THEREFORE the Council of the City of West Kelowna consents to the adoption of the Bylaw and directs staff to provide notice to the Regional Board of such consent.

  • Recommendation:

    THAT Council receive the report titled "Recreation Programs and Events Winter, Spring and Summer 2025" from the Supervisor of Recreation and Culture, dated June 10, 2025, for information.

  • Recommendation:

    THAT Council receive the report titled "Shannon Lake Community Centre Site Review" from the Parks Planner, dated June 10, 2025, for information.

  • Recommendation:

    THAT Council authorizes the issuance of a temporary use permit to allow agri-tourism accommodation on Lot 2, DL 581, ODYD, Plan EPP 140679 (3303 Boucherie Road), subject to the conditions outlined in the permit, including:

    • A tour of the agricultural land, an educational activity or demonstration in respect of all or part of the farm operation conducted on the farm unit, and activities be provided as part of each stay;
    • That agri-tourism accommodation be allowed in the entirety of both the existing single detached dwelling and carriage house;
    • A total of seven agri-tourism accommodation guest rooms be permitted on the property up to a maximum of 300 m2 gross floor area;
    • A local contact will be available to interact with guests and respond to any nuisance complaints;
    • That the property or overall farm unit must be classified as a farm under the Assessment Act;
    • Accommodation stays must be for a minimum of three nights;
    • That the permit is issued for a period of 3 years; 

    AND THAT Council authorize staff to discharge section 219 covenant LB480152 from Lot 2, DL 581, ODYD, Plan EPP 140679.

  • Recommendation:

    THAT Council receive the report titled "Review of Potential Expansion of the Short-Term Rental Program to the RC3 Zone" from the Senior Planner, dated June 10, 2025, for information.

  • Recommendation:

    THAT Council direct staff to include a second intake period in the Rose Valley Local Area Service Parcel Tax Bylaw to accommodate parcel owners who prefer the option to pay the parcel tax levy as an upfront, one-time payment.

  • Recommendation:

    THAT the report titled "2014 Water Utility Master Plan – Independent Review" from the Acting Director of Engineering & Operations, dated June 10, 2025, be received for information.

  • Recommendation:

    THAT the report titled " Rose Valley Reservoir Aeration Improvements Project Update" from the Acting Director of Engineering & Operations, dated June 10, 2025, be received for information.
