Mayor Milsom and Council thanked Westside Celebration Society President Tina Bisson, the Executive, Committee members and volunteers for another successful Westside Daze. Council encouraged the community to be vigilant in reporting and safeguarding against wildfires. The Director of Engineering and Operations provided an update on the Rose Valley Water Treatment Plant operations and public concerns with discoloration.

    Resolution No.C210/24

    THAT Council authorize the Mayor and Corporate Officer to sign the 2024-2034 Canada Community-Building Fund agreement on behalf of the City of West Kelowna.

    Resolution No.C211/254

    THAT Council authorize the issuance of a Multiple Family and Intensive Residential, Aquatic, Sensitive Terrestrial Ecosystem, and Hillside Development Permit (DP 24-10) for a townhouse development located at 2419 Mountains Hollow Lane;

    AND THAT Council authorize variances to the City of West Kelowna Zoning Bylaw No. 0265 in accordance with the attached permit to vary the:

    • Minimum required truck or van loading spaces be reduced from 4.0 to 3.0;

    AND THAT the issuance of the Development Permit be withheld pending receipt of a Landscape Security in the amount of $503,142.50;

    AND FURTHER THAT if the Development Permit has not been issued within one year from the date of approval, the Permit with variances shall be deemed to have been refused and the file closed.

    Resolution No.C212/24

    THAT Council give third reading to Zoning Amendment Bylaw No. 0265.12, 2023;

    THAT Council direct staff to schedule Zoning Amendment Bylaw No. 0265.12, 2023 for adoption following:

    • Approval of the bylaw by the Ministry of Transportation and Infrastructure;
    • Discharge of covenant (LB138594) which restricts the development of the lands to 220 dwelling units
    • Registration of a no build covenant that requires:
      • Preliminary design and cost estimates to secure the construction of the following Off-Site improvements prior to building construction (no phasing of improvements permitted):
        • Roundabout (Auburn Road/ Daimler Drive)
        • Restrict through traffic and left turns onto Byland Road / Old Okanagan Highway
        • Dual left turn lanes (Daimler Drive to Highway 97)
      • Road widening and on-street parking along the frontage of the subject property (Auburn Road).
      • Submission of a construction traffic plan at the time of Development Permit that minimizes impacts to school and industrial traffic, to the satisfaction of the Director of Engineering

    AND THAT the Off-Site works to be provided solely by the developer at 100% their cost.

    Resolution No.C213/24

    THAT Council give third reading as amended to City of West Kelowna Zoning Amendment Bylaw No. 0265.15, 2023;

    AND THAT Council direct staff to schedule Zoning Bylaw Amendment No. 0265.15, 2023 for adoption following:

    • Approval of the bylaw by the Ministry of Transportation and Infrastructure.
    • Registration of a covenant that includes preliminary design and cost estimates to secure: Upsizing approximately ~500 m of watermain along Parkinson Road and related water infrastructure improvements.

    Resolution No.C214/24

    THAT Council approves the City entering into a Joint Use Agreement with School District No. 23 associated with the facilities identified in the attached Report from the Facilities and Recreation Manager, dated July 23, 2024;

    AND THAT Council authorize the Mayor and Corporate Officer to execute the attached Joint Use Agreement.
