The meeting was called to order at 1:30 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public.  All representations to Council form part of the public record.  This meeting was webcast live and archived on the City's website.

    THAT the minutes of the Special Council meeting held Tuesday, September 24, 2024 in the City of West Kelowna Council Chambers be adopted.

    THAT the minutes of the Regular Council meeting held Tuesday, September 24, 2024 in the City of West Kelowna Council Chambers be adopted.

Mayor Milsom, on behalf of Council, expressed sympathies to the family of the 16 year old boy who tragically lost his life in a motor vehicle accident. Council congratulated Tourism Kelowna on receiving the prestigious Silver Dolphin Award in the ‘Tourism Films: Destinations – Cities’ category at the 2024 Cannes Corporate Media and TV Awards held September 26 in France.

Ron Bowles, Chief Administrative Officer, and Rob Hillis, Deputy Director of Engineering, provided an updated on the Rose Valley Water Service Area and were available for questions from Council.

    THAT Council give first, second and third reading to “Property Tax Exemption Bylaw No. 322, 2024.”

    THAT Council adopt the City of West Kelowna Fire Hall Temporary Borrowing Bylaw No. 321, 2024.

Brent Magnan, Development of Director of Approvals, provided a presentation on the proposed Zoning Bylaw amendments and was available for questions from Council.

    THAT Council give first and second reading to “City of West Kelowna Zoning Bylaw No. 0320, 2024.”

    CARRIED; Councillors de Jong and Zanon opposed

    THAT Council direct staff to schedule the bylaw for a Public Hearing.

    CARRIED UNANIMOUSLY

    The meeting recessed at 3:11 p.m.

Melissa Hunt-Anderson, Community and Social Development Coordinator provided a presentation on the Draft Accessibility and Inclusion Plan and was available for questions from Council.

    Resolution No.C254/24

    THAT Council approves the City renewing the License of Occupation Agreement with School District No. 23 associated with Wildhorse Park, as identified in the attached Report from the Facilities and Recreation Manager, dated October 8, 2024;

    AND THAT Council authorize the Mayor and Corporate Officer to execute the attached Joint Use Agreement.

    Resolution No.C255/24

    THAT Council direct staff to apply to the 2024 UBCM Asset Management Planning Grant Program for additional funds to support the ongoing advancement of the City of West Kelowna’s Asset Management Program;

    AND THAT Council authorize the Mayor and Chief Administrative Officer to execute the necessary contribution agreement for a successful application.
