It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public.  All representations to Council form part of the public record.  This meeting was webcast live and archived on the City's website.

James Littley, Deputy Administrator - Okanagan Basin Water Board provided a PowerPoint and was available for questions and comments from Council.

    Resolution No.C008/24

    THAT the Mayor of the City of West Kelowna write a letter of support for the Okanagan Basin Water Board’s Call to Action on Invasive Mussel Prevention to:

    • the Provincial Minister of Water, Land and Resource Stewardship;
    • the Provincial Minister of Environment and Clmiate Change Strategy;
    • the Federal Minister of Fisheries, Ocean and the Canadian Coast Guard; and
    • the Federal Minister of Public Safety.

    THAT Council authorize staff to distribute the approved 2024 Cash Grants-in-Aid.

The Chief Financial Officer provided an overview on the amendment to the 2023 Financial Plan Bylaw.

    Resolution No.C036/24

    THAT 2023 Financial Plan Amendment Bylaw No. 304.01, 2024 be read a first, second and third time.

The Planning Manager provided a PowerPoint presentation and was available for questions and comments from Council.

Jenifer Berkhiem, Project Development Manager, Gibson Custom Homes and Ryan Twordik, R-tistry Home Design spoke to Council about the negative recommendation.

    Resolution No.C037/24

    THAT Council support the issuance of a Development Variance Permit for 3053 Wales Rd to allow for a reduced setback from an access easement from 6.0 m to 0.9 m for the garage and 4.5 m to 3.0m for the dwelling;

    AND THAT Council deny the issuance of a Hillside Development Permit and Development Variance Permit for 3053 Wales Rd, for a single detached dwelling with an increased to building height from 10.0 m to 11.32 m.

    CARRIED; Councillor Millsap opposed

    Resolution No.C038/24

    THAT Council authorize the issuance of a Development Variance Permit (DVP 23-10) for 1895 Bartley Road to vary s.3.24.1 of the Zoning Bylaw No. 0265 to permit agri-tourism accommodation to be conducted outside of a principal single detached dwelling.

    Resolution No.C039/24

    THAT Council give first and second and third reading to Zoning Amendment Bylaw No. 0265.21, 2023;

    AND THAT Council direct staff to schedule Zoning Amendment Bylaw No. 0265.21, 2023 for adoption following:

    • Issuance of a setback permit by the Ministry of Transportation and Infrastructure;
    • Approval of the bylaw by the Ministry of Transportation and Infrastructure; and
    • Consolidation of 3715 Hoskins Road, 3717 Hoskins Road, and 2424 Dobbin Road.

The applicant Stephen Graham, 2405 Bering Rd spoke to the application and was available for questions and comments from Council.

    Resolution No.C040/24

    THAT Council authorize the issuance of a Westbank Urban Centre Development Permit (DP 21-01) for a townhouse development at 2405 Bering Road, subject to the conditions outlined in the attached Development Permit; 

    AND THAT Council authorize a variance to the City of West Kelowna Zoning Bylaw No. 0265 in accordance with the attached permit, as follows, that the:

    • exterior side parcel boundary setback be decreased from 6.0 m to 0.9m;
    • front parcel boundary setback be decreased from 6.0 m to 0.1m;
    • minimum distance parking must be from the exterior side parcel boundary be reduced from 3.0m to 1.5m;
    • required number of standard parking spaces be reduced from 17 to 15;
    • minimum two-way access aisle width be reduced from 7.0m to 1.5m along the lane; and
    • maximum permitted driveway width for townhouse uses be increased from 7.0m to 30.61m along the lane.

    AND THAT issuance of the Development Permit be withheld pending receipt of:

    • Landscaping security in the amount of $22,140.94;

    AND FURTHER THAT if the Development Permit has not been issued within one year from the date of approval, the Permit with variances shall be deemed to have been refused and the file closed.
