The meeting was called to order at 6:01 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public.  All representations to Council form part of the public record.  This meeting was webcast live and archived on the City's website.

    THAT the minutes of the Special Council Meeting held Tuesday, November 12, 2024 in the City of West Kelowna Council Chambers be adopted.

    THAT the minutes of the Regular Council Meeting held Tuesday, November 12, 2024 in the City of West Kelowna Council Chambers be adopted.

Mayor Milsom noted that the 2025 Budget deliberations are scheduled for December 18 and 19 starting at 2:00 pm each day. Residents were encouraged to nominate a home or business, by December 10, in the 5th annual Twinkle Tour by, participate in the annual Christmas light up on December 6 and the Firefighters food drive in support of the local food bank. Firefighters will be going door to door on December 3 and 4 with drop off bins available from December 2 to January 5 at each of the four fire halls as well as City Hall.

Councillor Zanon provided an update on the RDCO/EDC Education Tour at UBC Okanagan she attended.

Heather Larratt, from Larratt Aquatic Consulting Ltd., provided a presentation on the Rose Valley Water Reservoir and was available for questions from Council.

    THAT Council adopt City of West Kelowna Zoning Amendment Bylaw No. 0265.23, 2024;

    AND THAT Council adopt City of West Kelowna OCP Amendment Bylaw No. 0300.03, 2024.

    THAT Council adopt City of West Kelowna Zoning Amendment Bylaw No. 0265.12, 2023.

    Resolution No.C288/24

    THAT Council direct staff to proceed with the City of West Kelowna’s application to the BC Active Transportation Infrastructure Program, seeking maximum grant funding of up to $500,000 towards the construction of the Horizon Drive Active Transportation Corridor;

    AND THAT Council agree to provide the City of West Kelowna’s share of funding, in respect of and subject to 2025 Budget deliberations and approvals, and favorable public tendering outcomes;

    AND FURTHER THAT Council authorize the Mayor and/or the Corporate Officer to execute the contribution agreement between the City of West Kelowna and Government of BC, as required, for successful applications.

Rob Hillis, Acting Director of Engineering & Operations, provided a presentation on the Rose Valley Reservoir – Source Water Improvements and was available for questions from Council.

    THAT Council direct staff to amend the 2024 Budget to include an $2,500,000 (two million five hundred thousand dollars) for Rose Valley Reservoir - Source Water Improvements funded from Rose Valley Water Reserves.

    THAT Council direct staff to issue a $50 credit, to the 8,500 accounts of the Rose Valley Water System, at an estimated cost of $425,000, to be funded from the Rose Valley Water Reserves.

    DEFEATED; Councillors Zanon, de Jong and Millsap opposed
