Mayor Milsom thanked West Kelowna’s 2024 Snow Stars who lent helping hands to shovel snow and ice around their neighbours’ homes this past winter. In recognition of their good deeds, Council gave a gift card to a local business to each Snow Star – Darryl Linney, Stan Grant, Les Wagman, Cheryl Lepard, Parm Saini, Greyson Mackie, and Brooklyn and Lucas Sims.

 

Councillor Garrett Millsap, who represents Council on their Accessibility and Inclusion Committee, encouraged our community to provide input into the City of West Kelowna’s first Accessibility Plan at ourwk.ca/accessibility. Posters with QR codes and printed engagement kits are also available at City Hall, Johnson Bentley Memorial Aquatic Centre, and the Westside Seniors Activity Centre.

Ntityix Resources and the Forest Enhancement Society of BC gave a presentation on West Kelowna fuel mitigation projects that help prevent devastation from wildfires and which have proven effective during the Mt. Law and McDougall Creek Wildfires, to help save lives and homes.

The Okanagan Wildfire Responders Gratitude Event committee provided information on their upcoming Saturday, April 27 event from 10 a.m. to 4:30 p.m. at Memorial Park, where our community will have an opportunity to honour McDougall Creek Wildfire first responders, enjoy a free barbeque, take in fun, family activities, listen to live music and observe a Walk of Heroes. Fire Chief Jason Brolund was presented with a commemorative plaque and an honour coin, which members of Council also received for their steadfast service during the emergency.

Council suggested that the West Kelowna Branch of the Kelowna Citizens Safety Association lobby Kelowna West MLA Ben Stewart and the provincial government regarding their opposition to BTK aerial spraying, which is used to prevent spread of spongy moths. The group hoped to present to Council but, as the matter falls outside municipal jurisdiction, the presentation would not permit under Council’s Procedures Bylaw.

NOTE: In accordance with Section 59(2) of the Community Charter, prior to adoption of Business Licensing and Regulations Amendment Bylaw No. 0087.17, persons who considered they were affected by the bylaw were provided an opportunity to make representation to Council.

Pursuant to Section 100 of the Community Charter, Councillor Millsap declared a conflict of interest regarding Item 8.3.2 P 23-14 as he operates a Short Term Accommodation/Bed and Breakfast in West Kelowna.

Councillor Millsap left the meeting at 2:26 p.m.

    THAT Council adopt the Short Term Rental Regulation Bylaw amendments for the following Bylaws:

    • City of West Kelowna Zoning Amendment Bylaw No.0265.20, 2023;
    • City of West Kelowna Business Licensing and Regulations Amendment Bylaw No.0087.17, 2023;
    • City of West Kelowna Municipal Ticketing Utilization Amendment Bylaw No.095.52, 2023;
    • City of West Kelowna Bylaw Enforcement Amendment Bylaw No.0093.54, 2023; and
    • City of West Kelowna Fees and Charges Amendment Bylaw No.0028.79, 2023.

    AND THAT Local Area Service Amendment Bylaw No. 0280.05, 2024 be given first, second and third reading.
