The meeting was called to order at 1:33 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public.  All representations to Council form part of the public record.  This meeting was webcast live and archived on the City's website.

    THAT the minutes of the Special Council Meeting held Tuesday, August 27, 2024 in the City of West Kelowna Council Chambers be adopted.

    THAT the minutes of the Regular Council Meeting held Tuesday, August 27, 2024 in the City of West Kelowna Council Chambers be adopted.

At the January 23, 2024 In-Camera Meeting the following resolution was passed.

THAT Council approves the attached amended lease agreement with JMRH Hockey Development (West Kelowna Warriors) where the lease payment for the Agreement will increase by $12,000 per year ($1,000 per month), starting September 1, 2024 in the form attached to the Report from the Facilities and Recreation Manager, dated January 9, 2024;

AND THAT the Mayor and Corporate Officer be authorized to execute the amended Agreement, pending Council approval of Capital Project C2024-50 (RLP Score Clock and Gondola project);

AND FURTHER THAT this resolution be released from in camera upon successful execution of the Agreement by both parties.

 

In recognition of Firefighters’ National Memorial Day on September 8, Mayor Milsom, on behalf of Council, thanked all the firefighters who serve our community. Special acknowledgement to the loved ones of Morgan Kitchen, who was killed while fighting the Jasper Wildfire as well as former West Kelowna Fire Rescue Captain Troy Russell who passed away in 2018.

With the 2024 Music in the Park season completed, Council thanked the sponsors, vendors, artists, fans and staff for making it such a success.

Council congratulated Gorman Group CEO Nick Arkle, Bylands Nurseries owner Maria Byland and development consultant Peter Wannop on receiving the King Charles III Coronation Medals for Community Service. Council also thanked the three for their many contributions to our community over the years.

Cynthia Coates, Supervisor, Solid Waste Services, RDCO provided a presentation on the RDCO Food Waste program and was available for questions and comments from Council.

    Resolution No.C233/24

    THAT Council give third reading to Zoning Bylaw Amendment No. 0265.22, 2023;

    AND THAT Council direct staff to schedule Zoning Bylaw Amendment No. 0265.22, 2023 for adoption following:

    • Approval of the bylaw by the Ministry of Transportation and Infrastructure;
    • Registration of an environmental no build no disturb covenant on the existing natural area located in the northeast corner of the property;
    • Registration of covenant that includes preliminary design and cost estimates to secure:
      • Land dedication and construction of a turnaround along Marshall
      • Marshall Road to be upgraded to meet Urban Local – 18.0m ROW
      • Watermain along Stevens Road to be upgraded to 300mm diameter, complete with additional hydrants to provide commercial/industrial
      • Watermain along Marshall Road to be upgraded, complete with additional hydrants to provide commercial/industrial spacing.

    Resolution No.C234/24

    THAT Council authorize the signing of the Memorandum of Understanding with BC Transit for the proposed 3-year Transit Improvement Plan (2025-2028), which includes a financial commitment for Year 1 expenditures,

    AND THAT Council direct staff to examine opportunities for additional public consultation specific to West Kelowna regarding the proposed transit improvements for future Years 2 to 3, and beyond.

    Resolution No.C235/24

    THAT Council directs and approves of staff proceeding with the Age-friendly Communities grant application that was submitted to BC Healthy Communities on August 26, 2024 for $25,000 for a City of West Kelowna Age-Friendly and Accessible Active Transportation Audit.

Mark Roberts, Park Manager, presented an update on the Cemetery planning process and was available for questions and comments from Council.

    Resolution No.C236/24

    THAT Council direct staff to amend the 2024 Budget to include an additional $100,000.00 (one hundred thousand dollars) to the 2024 Dam Safety Review project from Powers Creek ($50,000) and Rose Valley Water Reserves ($50,000) in order to award the Dam Safety Review project to lowest bidder and highest scoring proponent.
