Mayor Milsom called the meeting to order at 1:30 p.m., acknowledged that the meeting was being held on the traditional territory of the Syilx/Okanagan Peoples, stated that the meeting was open to the public, and informed that: all representations to Council form part of the public record; and the meeting was webcast live and archived on the City's website.

    Resolution No.C365/25

    THAT the December 9, 2025 regular Council agenda be amended by:

    • replacing page 29 for item 9.1 regarding Z 24-02 - 3898 Brown Road (Zoning Bylaw Amendment No. 0320.13); 
    • adding the additional submissions for item 9.1 regarding Z 24-02 - 3898 Brown Road (Zoning Bylaw Amendment No. 0320.13);

    AND THAT the December 9, 2025 regular Council agenda be adopted as amended.

    THAT the November 25, 2025 special, public hearing and regular Council minutes be adopted.

Mayor Milsom provided the following community announcements:

  • the Butt Road and Old Okanagan Highway intersection improvements are complete and the intersection has re-opened;
  • the public is invited to provide input on the draft 2026 budget online or attend the open house on December 10 in Council Chamber;
  • the Firefighters 2025 annual holiday food drive is off to a terrific start, and non-perishable food items can be dropped of at any fire station until January 4, 2026; and
  • the annual Light Up was successful and, on behalf of Council, Mayor Milsom thanked the community for their incredible support.

Mayor Milsom, on behalf of Council, wished everyone a Merry Christmas, Happy Holidays and a Happy New Year.

    THAT “City of West Kelowna Zoning Amendment Bylaw No. 0320.13, 2025” be read a first time;

    AND THAT staff schedule “City of West Kelowna Zoning Amendment Bylaw No. 0320.13, 2025” to be read a second and third time following the applicant’s public information meeting.

    THAT “City of West Kelowna Financial Plan Amendment Bylaw No. 0312.01, 2025” (2024-2028 Financial Plan) be read a first, second, and third time.

    THAT the “City of West Kelowna Financial Plan Amendment Bylaw No. 0323.01, 2025” (2025-2029 Financial Plan) be read a first, second, and third time.

    Resolution No.C370/25

    THAT Council direct staff to develop staff policies or procedures including a “Front of the Line Policy”, a “Concurrent Development Application Processing Policy”, and a “Community Development Customer Service Policy”;

    AND THAT Council direct staff to develop a Development Cost Charges Waiver Bylaw to enable DCC waivers to Non-Market Housing Developments;

    AND THAT Council direct staff to develop a Secondary Suite and Accessory Dwelling Unit (ADU) Creation and Legalization Incentive Program;

    AND FURTHER THAT Council direct staff to explore opportunities for pre-zoning select areas in the City which are designated for multi-family residential and mixed use.

    Resolution No.C372/25

    THAT Council direct staff to proceed with Option 3 of a Single 12-metre driveway or Two 6-metre driveways for SSMUH developments as identified in the staff report dated December 9, 2025;

    AND THAT Council direct staff to proceed with a 0 metre parking buffer.

    Resolution No.C373/25

    THAT "Traffic Bylaw No. 0331, 2025" be modified by:

    • in 11.1(b) , "Access", changing "in front of or within 1.5 meters of a public or private access in a residential zone" to "in front of a public or private access".
    • in Schedule "A", section 9, changing "For parcels containing a duplex or townhouse either, one access up to 8 metres wide for all units, or one access up to 4 metres wide for each unit, may be permitted at any point on public property" to "For parcels containing a duplex or townhouse either, one access up to 12 metres wide for all units, or one access up to 6 metres wide for each unit, may be permitted at any point on public property".

    AND FURTHER THAT “City of West Kelowna Fees and Charges Amendment Bylaw No. 0028.84, 2025” be read a first, second, and third time.
