MINUTES OF THE AGRICULTURAL ADVISORY COMMITTEE MEETING

The meeting was called to order at 5:01 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public.  This meeting was webcast live and archived on the City's website.

    THAT the minutes of the Agricultural Advisory Committee Meeting held Wednesday, March 1, 2023 in the City of West Kelowna Council Chambers be adopted.

Highlights of the presentation include:

  • Located in the Lakeview Heights Neighbourhood;
  • Property is zoned Agriculture (A1) and is within the Agricultural Land Reserve;
  • Development Permit areas on the property include slope and terrestrial;
  • Proposal is to deposit ~85,000 m3 of fill on ~34,000 m2 of the subject property with a maximum depth of ~6.5m to raise grade and reduce frost pockets and draws to aid in grape growing operations;
  • Proposal follows Official Community Plan guidelines with a recommendation to reduce slope grade by parcel boundary;
  • Restrictive covenant registered boarding the home on the Southeast portion of the property. Written consent has been received from neighbouring property owner to amend covenant;
  • Drainage easement has been proposed on the property following ALC approval.

Highlights of the discussion include:

  • Recommendation to speak with neighbouring properties to consider surrounding frost pockets;
  • Good that top soil will be stripped and put back on top;
  • Previous history of agriculture on this property would be beneficial. Is it necessary to bring in fill to improve agriculture on this property?;
  • Is there discussion of where the fill is coming from? Not known at this time, will find out prior to application going to Council; Soil will be inspected prior to be installed; 
  • Raising the elevation of the property in this proposal is reasonable - not a concern;
  • What is the requirement for erosion settlement control on agricultural land? Erosion and sediment control occurs at the end of the approval process, after Council consideration and ALC approval;
  • Comment made that there will be a lot of truck loads of fill on Hayman Road;
  • Suggestion to change wording for agriculture is strong for agriculture capability of the parcel to be improved;
  • Support for City's comments and recommendations for storm water management;
  • Suggestion to include a depth and a detailed description for top soil, subsoil and soil replacement;
  • Suggestion to include that fill will be monitored by a soil scientist agrologist prior to fill placement;
  • Concern for possible impact of this application on neighbouring winery and air flow.

    THAT the Agricultural Advisory Committee recommend support for file A 21-06, Fill and Soil Use Application on ALR, 2402 Hayman Road.
