MINUTES OF THE ADVISORY PLANNING COMMISSION MEETING

The meeting was called to order at 9:32 a.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public.  This meeting was webcast live and archived on the City's website.

    THAT the minutes of the Advisory Planning Commission meeting held Wednesday, October 25, 2023 in the City of West Kelowna Council Chambers be adopted.

Highlights of the presentation include:

  • Subject property is located in the Glenrosa neighbourhood;
  • Zoning is Single Detached Residential (R1) and Compact Single Detached Residential (RC3) and the OCP Land Use Designation is Low Density Residential;
  • Surrounding uses include: Single Detached Residential (R1), Institutional and Assembly Zone (P2), and Compact Single Detached Residential (RC3);
  • Applicant is requesting to append and consider two additional zoning bylaw text amendments under existing file Z 21-05;
    • Adjustment 1 from Compact Single Detached Residential (RC3) to Single Detached Residential (R1);
    • Adjustment 2 from Single Detached Residential (R1) to Compact Single Detached Residential (RC3);
  • The boundary adjustment is to align existing zones (R1/RC3) to the centre line of road;
  • The proposed amendments are administrative in nature to align with the City's Zoning Bylaw mapping. Zones are already active and being realigned to confirm with proposed plan of subdivision;
  • The proposal conforms with the City of West Kelowna's Official Community Plan.

    THAT the Advisory Planning Commission recommend support for file Z 21-05, OCP and Zoning Amendment, 3636 McIver Road.

The meeting schedule was amended to align with the members schedules.

    THAT the Advisory Planning Commission approve the 2024 meeting schedule as amended.

Staff asked the Commission to reflect on 2023 - what worked well and what could be more efficient.

Member comments included:

  • Items are reviewed on an individual basis to not set a precedent and it's disappointing when Council disagrees with recommendations from APC;
  • Enjoyed the year, thank staff for sharing their knowledge;
  • Adjusting the schedule to accommodate members allows for all Commission members to provide input;
  • Suggestion for more notice to be provided if Vice Chair is required to chair the meeting;
  • Purpose of APC is a positive in the application process;
  • 3 year term with 2 year renewal is good;
  • Would appreciate a status update on applications seen by the Commission - running list instead of just decision letters;
  • Enjoyed the diversity of applications coming forward;
  • Would like for Council or the Mayor to join commission meetings at the beginning or the end of the year.

An update on Provincial changes to planning legislation was provided to the Commission. Significant changes coming to small scale multi units over 280 sq ft. allowing 4 units on parcels. These changes offer additional units and streamline the application process. Additional changes also include that the City must not hold a Public Hearing if the application is consistent with OCP and more than 50 percent residential. It is anticipated that there will be changes coming to Commission bylaw in the future to ensure processes are aligned and to ensure the Commissions time is being use valuably. 

Staff thanked the Commission members for their work in 2023.
