The meeting was called to order at 6:14 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public.  All representations to Council form part of the public record.  This meeting was webcast live and archived on the City's website.

RCMP Inspector Rob Pikola and Roy Morgan, RDCO Crime Prevention Coordinator provided a PowerPoint presentation on fraud awareness and were available for comments and questions from Council.

The Director of Engineering and Operations provided an update on the Rose Valley Water Treatment Plant and was available for questions and comments from Council.

Rose Valley Water Treatment Plant (RVWTP) continues to perform as expected, providing clean, safe and reliable water to the former Lakeview System with the City receiving many grateful customer comments and inquiries about the new service. Crews remain hard at work to try to complete the required tie-ins to the Sunnyside/Pritchard and West Kelowna Estates Systems prior to the end of December.

 

The Mayor spoke about the item and identified that this item should be deferred to allow staff additional time to look into additional grants.

    THAT the Mount Boucherie Community Centre Restoration – Project Update be deferred to Tuesday, December 12, 2023 Regular Meeting of Council.

    THAT Council direct Administration to complete an Alternative Approval Process (AAP), to gain elector assent, in 2024, for the Firehall 32 Project;

    AND THAT “City of West Kelowna Loan Authorization Bylaw No. 0313, 2023”, a bylaw to authorize the borrowing of up to $8,000,000 towards the construction of a new Fire Hall 32 building, be read a first, second and third time, by title only, on this 28th of November 2023.

The meeting moved to item 8.5.1 Shannon Lake Road Active Transportation Corridor - Design Decision Points

  • The Director of Approvals provided an introduction for Nancy Henderson the consultant.  

    Nancy Henderson provided a PowerPoint on the key revisions following Council and the public's feedback and the next step for implementation and monitoring of the final draft of the Housing Strategy.

    The meeting moved to item 8.5.3 Adoption of Local Area Service Inclusion - 1045 Bear Creek Road


The Director of Engineering and Operations provided an update on the Shannon Lake Road Active Transportation Corridor changes that were requested from a previous meeting.

Jordan Peterson, Lead Design, Stantec Consulting, provided a PowerPoint presentation and was available for comments and questions from Council.

    THAT Council direct staff to proceed with the Shannon Lake Road Active Transportation Corridor design Option 3, Multi-use Pathway on Both Sides of Roadway.

    THAT Council direct staff to not proceed with the Roundabout design in the current tender package but continue with the design process for future consideration;

    AND THAT staff bring back a fully costed design to a future council meeting.

    Resolution No.C392/23

    THAT Council support the City of West Kelowna’s application to the 2024 B.C. Active Transportation Infrastructure Program requesting the maximum $500,000 contribution for eligible Shannon Lake Road improvements from Westbank First Nation to Swite Road;

    AND THAT in the event of a successful application, Council authorize the Mayor and/or the Chief Administrative Officer to endorse the contribution agreement, as will be required;

    AND FURTHER THAT in the event of an endorsed agreement, Council revise the 2024 to 2028 Financial Plan and the 2024 to 2033 Capital Plan to reflect the approved grant contribution towards the active transportation infrastructure project.

Mayor Milsom presented a painting by Richard Smith to the Fire Chief.

    THAT Council allocate $35,000 from the Fire Equipment Reserve to facilitate the replacement of damaged equipment and firefighting foam consumed in August 2023 during the McDougall Creek Wildfire event.
