The meeting was called to order at 1:35 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public.  All representations to Council form part of the public record.  This meeting was webcast live and archived on the City's website.

    THAT the minutes of the Regular Council Meeting held Tuesday, September 20, 2022 in the City of West Kelowna Council Chambers be adopted.

West Kelowna City Council held its final regular Council meeting of their 2018 - 2022 term and the Mayor thanked Council for four years of leadership, debate and accomplishments.

With Councillors Findlater and Zilkie not seeking re-election, a presentation from Mayor Milsom was done to honour their service and to recognize the support of their families.  A special acknowledgement was given to Councillor Findlater for his leadership as past Mayor for ten years and Councillor for five years. Council thanked both Councillors for their service.

The Mayor congratulated the RCMP members and Constable Neil Bruce Middle School students who organized the National Day for Truth and Reconciliation event where he canoed from the City of Kelowna to the City of West Kelowna and back.

    Resolution No.C271/22

    THAT Council direct staff under the City of West Kelowna Council Procedure Bylaw No. 0258, schedule a Committee of the Whole Meeting prior to Budget deliberations; and

    THAT Council allow for community organizations and agencies to appear at the Committee of the Whole Meeting to make presentations, within a reasonable timeframe.

    THAT Council direct staff to provide a comprehensive update on the status of Short Term Accommodations regulated under the Zoning Bylaw No. 0265.

    CARRIED; Councillors Zanon and Findlater opposed

    THAT Council direct staff to forward the application to the Agricultural Land Commission for formal consideration.

    Resolution No.C274/22

    THAT Council defer third reading to City of West Official Community Plan Amendment Bylaw No. 0100.51, 2018, and Zoning Amendment Bylaw No. 0265.05, 2022 as amended (File: Z 17-18) to a future Regular Council meeting.

    CARRIED; Councillor Findlater opposed

    Resolution No.C275/22

    THAT Council direct staff to apply to the BC Active Transportation Infrastructure Grant seeking the maximum contribution of up to $500,000 eligible costs for Phase 2 of the Boucherie Road Multi-use path between Ogden and Gregory Roads; and,

    THAT Council authorize the Mayor and/or the Chief Administrative Officer to execute the required contribution agreement with the Province of BC.
