The meeting was called to order at 2:32 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public and all representations to Council form part of the public record. This meeting was webcast live and  archived on the City’s website.

    THAT the minutes of the Committee of the Whole meeting held Tuesday, March 5, 2024 in the City of West Kelowna Council Chambers be adopted.

Naomi Woodland, Regional Coordinator and Magda Kapp, Specialist, Emergency Response and Partnerships, Community Impact and Investment provided a PowerPoint presentation with an overview of how they support communities through emergency response, new programs for seniors for health and emergency preparedness, communities programs and Free Helpline Services - BC 211 and they were available for questions and comments from Council.

Heather Robinson, Executive Director, Greater Westside Board of Trade provided a verbal update on members of the Board and recruitment of new members, business walks to assist with advocacy efforts, member spotlights and what they offer in the community, collaboration with Central Okanagan Economic Development Committee to learn about businesses and working with the Greater Westside Board of Trade, working on policies around invasive mussels and short-term rentals to go to the Provincial Government, partnered with Kelowna Chamber of Commerce regarding advocacy. The key business awards were held in February with a new award coming out regarding Ethics in Business, a  Golf Tournament was recently held at Shannon Lake Golf Course, and there was a member appreciation event in May. It was noted that the Business After Hours continues on a monthly basis. Heather was available for questions and comments from Council.

George Lake, President, Casa Loma Community Association provided a verbal presentation to Council. It was mentioned that John Martin kept everyone well informed about the fire last summer. Not a lot of new construction in the area, but there have been renovations to older homes. Concerns were raised regarding the Sol Aqua development, lack of landscaping on the hillside of the egress, speed enforcement from RCMP for speeding on Campbell Road, bike lanes for safety of dog walkers and pedestrians. This year a new Casa Loma logo has been created, grants have been received for family friendly events. A movie night and Halloween pumpkin painting are upcoming family friendly events. The community website has been updated with local parks and trails, advertising local businesses and providing an orientation for new residents to the community. George was available for questions and comments from Council.

David Patterson, President of Gellatly Bay Goats Peak Community Association presented a PowerPoint presentation about Gellatly Bay as a walkway, park and beach for residents. David thanked the relocation of the Community Garden and dog park by Julia's Junction. Concerns were raised regarding sidewalks on Gellatly Road South, proposed Talo development on Gellatly and Boucherie Roads It was mentioned that Friday afternoon is not adequate notice for agenda publishing and there are development concerns with blasting and pile driving. David looks forward to working together with neighbourhood associations for the benefit of all citizens of West Kelowna. David was available for questions and comments from Council.

Jared Franczak, President, Glenrosa Residents Association provided a PowerPoint presentation and spoke to their growing membership, provided a summary of residents, amenities, schools and noted that they were missing an indoor recreation centre. Their focus for 2024 includes community engagement, wildfire preparation and education, independent power authority, a second exit out of Upper Glenrosa, and sidewalks, lighting and safety. The Glenrosa Residents Association received a small neighbourhood grant to cover the community BBQ and donations are welcome to help put these events on. Jared was available for questions and comments from Council.

The meeting recessed at 3:36 p.m.

The meeting reconvened at 3:49 p.m.

Dr. Silvina Mema, Deputy Chief Medical Health Officer, Danielle Cameron, Executive Director, Clinical Operations Interior Health - Central Okanagan, Karen Omelchuk, Director, Mental Health Substance Use, Luke Brimmage, Director, Primary Care (Interim) and Tanya Osborne, Community Health Facilitator spoke to the PowerPoint presentation and were available for questions and comments from Council.

Danielle Cameron provided an overview on the IH Central Okanagan Leadership Team and the Interior Health contribution to West Kelowna community wide initiatives. 

Dr. Silvina Mema spoke about the Interior Health Strategic Priorities for 2024-2027 and the building blocks of health.

Luke Brimmage spoke about Primary Care Services along with their new service Integrated Health Outreach Team (IHOT) and Outreach Services in West Kelowna, the West Kelowna Urgent Care Centre and an overview of their Primary Care teams.

Karen Omelchuk spoke to Mental Health & Substance Use services and partners.

Bea Kline and Wayne Heal, Green Bay Property Owners Association provided a PowerPoint presentation which included an update on the 2023 AGM, Green Bay drainage, Quails Gate hillside improvements to the natural stream, safety improvements for the new trail pedestrian/bikes. Concerns were raised regarding the height of the grasses on the waterfront at Osprey Park, the overgrown vegetation in other parks and the dead trees at lift station #8. Bea and Wayne were available for questions and comments from Council.

Mark Godlewski, President, Lakeview Heights Community Association provided a PowerPoint presentation on the neighbourhood survey results which showed that parks are an amenity needed in the area, the priority of bike path and sidewalks and concern with homelessness and theft in the area. Mark was available for questions and comments from Council.

Mick Wood, Secretary, Shannon Lake Neighbourhood Association provided a PowerPoint presentation which included a review on the executive committee along with an overview of the residents, services and social gatherings, neighbourhoods, recreation amenities and schools in the neighbourhood. Requests from 2023 were reviewed with highlights of meeting with the Bartley Shelter (Turning Points), hosting the first annual dinner and dance, developer discussions regarding future developments in the area. There is concern with the Official Community Plan including 19 stories for high-rise developments. Updates also included appreciation for new multi-use pathway, new Shannon Lake logo, town hall meeting, annual meet and greet, annual earth day and family pancake breakfast, and a successful okanagan wildfire responders gratitude event. The 2024 initiatives include: Shannon Lake Road improvements, fire mitigation, affordable senior housing, identified need for community hall and pickleball courts.
