The meeting was called to order at 6:41 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public. All representations to Council form part of the public record. This meeting was webcast live and archived on the City's website.

Mayor Milsom suggested that Item 8.4.2 - Z 24-03; OCP & Zoning Bylaw Amendment (Post Public Hearing Options, Third); 2971 Gorman Road be moved to 8.1.1

    THAT the minutes of the Special Council meeting held Tuesday, February 11, 2025 in the City of West Kelowna Council Chambers be adopted.

    THAT the minutes of the Regular Council Meeting held Tuesday, February 11, 2025 in the City of West Kelowna Council Chambers be adopted.

Mayor Milsom noted that Pink Shirt Day is on the last Wednesday in February. Our community is encouraged to choose kindness and respect for one another on Pink Shirt Day and throughout the year, to set an example that bullying has no place in our schools, homes, workplaces, online or elsewhere, and to help keep West Kelowna a welcoming place for everyone.

    Resolution No.C042/25

    THAT Council rescind first and second readings of OCP Amendment Bylaw No. 0300.06, 2024 and Zoning Amendment Bylaw No. 0265.29,2024 and abandon the bylaw;

    AND THAT Council direct staff to close the file (Z 24-03).

    CARRIED; Mayor Milsom and Councillor Friesen opposed

    Council recessed at 7:31 p.m.

    Council reconvened at 7:43 p.m. with all members of Council present.

    Resolution No.C043/25

    THAT Council remove Deputy CAO Trevor Seibel as a First Director of the West Kelowna Economic Development Corporation;

    AND THAT Council approve CAO Ron Bowles as a First Director of the West Kelowna Economic Development Corporation.

Warren Everton, Director of Finance/CFO, provided a presentation on the Budget consultation process and was available for questions from Council.

    Resolution No.C044/25

    THAT Council consider the feedback information from the public engagement process held between January 27th and February 9th, 2025;

    AND THAT Council authorize staff to proceed with the capital and supplemental expenditures as amended in Attachment 3 – Amended Schedule A Early Capital Approvals;

    AND FURTHER THAT Council give second reading as amended and third reading to the “City of West Kelowna Financial Plan Bylaw No. 0323, 2024”, with the tax increase set at 7.43%.

    Before the resolution was called the following amending motion was introduced:

    THAT the resolution be updated as follows: AND FURTHER THAT Council give second reading as amended and third reading to the “City of West Kelowna Financial Plan Bylaw No. 0323, 2024”, with the tax increase set at 7.31%” to allocate the remaining discretionary funds to reduce the overall tax increase from 7.43% to 7.31%.

    Council then voted on the main motion as amended:


  • THAT Council consider the feedback information from the public engagement process held between January 27th and February 9th, 2025;

    Resolution No.C046/25

    THAT Council authorize the issuance of a Temporary Use Permit (TUP 24-03) to permit the outdoor storage use at 102-1680 Ross Road for a maximum of three years for the storage of tow trucks, trailers etc. in the fenced area subject to the conditions in the attached permit, including:

    • The installation of a partial solid screen on the west and north side around the outdoor storage area (i.e. slats in the chain link fence), to the satisfaction of the Director of Community Development.
    • The permit be authorized for a maximum 3 year term, and that the term match the existing lease agreement.
    • The permit will limit the total number of vehicles (tow trucks, trailers, personal vehicles) on site at one time to ten.

    THAT Council rescind third reading of proposed West Kelowna Cemetery Bylaw No. 318.

    Resolution No.C048/25

    THAT Council modify proposed West Kelowna Cemetery Bylaw No. 318 by:

    • removing section 11.2. (“Inscriptions”) and renumbering the subsequent sections accordingly; and
    • in Schedule A, replacing all instances of “March 1, 2025” with “March 11, 2025”.

    CARRIED; Councillor Zanon opposed

    THAT Council give third reading to proposed West Kelowna Cemetery Bylaw No. 318, as amended.
