Council extended their sincere condolences to the family and friends of Elaine Hughes-Games who the West Kelowna community lost in a tragic accident in Glen Canyon Regional Park last week. Her many wonderful contributions – not only here in West Kelowna, but throughout the Central Okanagan – will be greatly missed and dearly remembered.

Mayor Milsom congratulated the Westside Senior Citizens Service Association on 50 years of serving our Greater Westside community. The public is invited to join in the celebration of this special milestone on May 23, 2023, from 1 p.m. to 3 p.m. at the Activity Centre at 3661 Old Okanagan Highway in West Kelowna. He thanked many volunteers who have served over the decades and to those who continue to serve today, providing 25-plus activities to promote health and wellness for our growing community and helping to make West Kelowna truly the place to be.

Mike Sheppard and Ryan Jones (Developer/Applicant) spoke in support of the development and addressed concerns brought forward from residents and were available for questions and comments from Council.

    Resolution No.C213/23

    THAT Council postpone consideration of the proposed multiple family and intensive residential, hillside, and sensitive terrestrial ecosystem development permit with variances (File: DP 22-26) and direct the applicant to revise the following elements of their proposal:

    • Include a turnaround and loading space on Ensign Lane;
    • Secure legal access for units 53-56 (approx.) on Ensign Lane;
    • Reallocate the number of visitor spaces for each laneway to be proportional to the number of units;
    • Revise the design of the extended portion of Ensign Lane to include increased safety elements consistent with best practices and the City’s Hillside DPA guidelines and demonstrate that turning movements can be reasonably accommodated to any units near its terminus; and
    • Clearly provide a location for snow deposition on Ensign Lane.

The Director of Development Approvals provided a PowerPoint presentation to Council on the Draft Official Community Plan (OCP) Phase 4 public engagement summary and external referral feedback to support the workshop discussion.  Council provided their comments regarding density bonusing, building heights in urban and neighbourhood centres and revisions to the Growth Boundary related to the Raymer Comprehensive Development Plan area. The Director of Development Approvals was available for questions and comments from Council.

The meeting recessed at 3:22 p.m. to begin the Committee of the Whole meeting.

The meeting reconvened at 4:42 p.m.
