• Recommendation to Consider and Resolve:

  THAT City of West Kelowna Transfer Station Parcel Tax Bylaw No. 0316, 2024 be given first, second and third reading.

8.2.2

2024 Sterile Insect Release Parcel Tax Bylaw

• Recommendation to Consider and Resolve:

  THAT City of West Kelowna Sterile Insect Release Parcel Tax Bylaw No. 0314, 2024 be given first, second and third reading.

2024 RDCO Solid Waste and Recycling Program Parcel Tax Bylaw

• Recommendation to Consider and Resolve:

  THAT City of West Kelowna RDCO Solid Waste and Recycling Program Parcel Tax Bylaw No. 0315, 2024 be given first, second and third reading.

Adoption of the 2024-2028 Financial Plan and Ten-Year Capital Plan

• Recommendation to Consider and Resolve:

  THAT City of West Kelowna Financial Plan Bylaw 0312, 2023 with the tax increase set at 6.85%, which will result in a tax requisition of $45,034,242 be adopted.

Z 23-07 – Zoning Bylaw Amendment (3715 and 3717 Hoskins Road, 2424 Dobbin Road) - Adoption

• Recommendation to Consider and Resolve:

  THAT City of West Kelowna Zoning Amendment Bylaw No. 0265.21, 2023 be adopted.

P 23-14 – Short Term Rental Regulations - Adoption

NOTE: In accordance with Section 59(2) of the Community Charter, prior to adoption of Business Licensing and Regulations Amendment Bylaw No. 0087.17, persons who consider they are affected by the bylaw will be provided an opportunity to make representation to Council.

• Recommendation to Consider and Resolve:

  THAT Council adopt the Short Term Rental Regulation Bylaw amendments for the following Bylaws:
  

  • City of West Kelowna Zoning Amendment Bylaw No.0265.20, 2023;
  • City of West Kelowna Business Licensing and Regulations Amendment Bylaw No.0087.17, 2023;
  • City of West Kelowna Municipal Ticketing Utilization Amendment Bylaw No.095.52, 2023;
  • City of West Kelowna Bylaw Enforcement Amendment Bylaw No.0093.54, 2023; and
  • City of West Kelowna Fees and Charges Amendment Bylaw No.0028.79, 2023.

Council Appointment of Bylaw Services Supervisor and Enforcement Officers

• Recommendation to Consider and Resolve:

  THAT Council appoint William Scott as a Bylaw Compliance and Enforcement Officer for the City of West Kelowna.

8.5.1

Local Area Service Inclusion - 1179 Westside Road

• Recommendation to Consider and Resolve:

  THAT Council receives the Certificate of Sufficiency from the Corporate Officer pertaining to the owner initiated Local Area Service (LAS) petition to provide water service to Lot 1, District Lot 668, Plan KAP15483 ODYD, Except Plan 43394 & KAP67140 (PID 008-819-823);

  AND THAT Local Area Service Amendment Bylaw No. 0280.05, 2024 be given first, second and third reading.

Local Area Service Inclusion – 3636 McIver Road

• Recommendation to Consider and Resolve:

  THAT Council receives the Certificate of Sufficiency from the Corporate Officer pertaining to the owner initiated Local Area Service (LAS) petition to provide water service to Lot 1, District Lot 3484 ODYD, Plan KAP37488. (PID 005-519-128);

  AND THAT Local Area Service Amendment Bylaw No. 0080.16, 2024 be given first, second and third reading.
