The meeting was called to order at 3:33 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public and all representations to Council form part of the public record. This meeting was webcast live and  archived on the City’s website.

    THAT the Minutes of the Committee of the Whole Meeting held Tuesday, May 16, 2023 in the City of West Kelowna Council Chambers be adopted.

The Engineering Manager and Senior Design and Inspection Technologist provided an introduction to the 2022 Pavement Management Plan and introduced guest speakers, Kamran Rafiei, Senior Pavement Engineer/Asset Management and Gary St. Michel, Senior Reviewer, Tetra Tech Inc. 

Kamran Rafiei and Gary St. Michel provided a Power Point presentation virtually, on the City of West Kelowna's 2022 Pavement Management Plan discussing the collection of pavement and gravel surface conditions, condition status, analysis and results.  They were available for questions and comments from Council.

Council requested staff to report back in the summer with an update on the 2024 road rehabilitation with current information prior to the 2024 Budget deliberations in the fall.

George Lake, Director, Casa Loma Community Association provided a verbal presentation to Council on the history of the establishment of Casa Loma and how the property is still owned by the Roland Family.  George Lake addressed that Casa Loma was registered in 2002 and it celebrating the 35th anniversary as an Association.  George Lake listed the Association accomplishments and addressed challenges in Casa Loma, entering and exiting the area, the Campbell Road usage and the importance of traffic calming improvements.

Questions and comments:

  • Will West Kelowna consider a community plan for seniors?
  • Is there further consideration for traffic calming in Casa Loma?
  • Smell on Campbell Road from sewer lines - when will the project for replacement of the sewer lines start?
  • Limited land to expand housing.

CAO spoke about options coming forward on the second phase of the traffic study and AI potentially coming forward to track those who are speeding.

David Patterson, President of Gellatly Bay Goats Peak Community Association presented a PowerPoint presentation and was available for questions and comments from Council.  David Patterson spoke to the well being of the West Kelowna community led by their society, encouraged the city to add the Gellatly Bay Goats Peak links to the City's website.

David Patterson addressed the small size of Willow Beach and the impact it has on tourism and thanked Council for the installation of crosswalk near the children's playground.

David Patterson raised the following concerns and recommended improvements: 

  • Install a 4 way traffic stop at the corner of the cove and Gellatly Road South;
  • Place no parking to the corner signs at Whitworth and Gellatly Roads;
  • Allow parking on one side of Angus Road only;
  • Enforcement of 30km on Gellatly Road along the lake;
  • Need a safe sidewalk to beach;
  • Saddened community garden and dog park closing;
  • Blasting and pile driving causing damage to residential properties.

The meeting recessed at 4:49 p.m.

The meeting reconvened at 5:14 p.m.

Heather Robinson, Executive Director, Greater Westside Board of Trade provided a verbal presentation to Council and was available for questions and comments from Council.

Heather Robinson provided association updates on member engagement, conferences attended, member appreciation event, business walks, business after hours, valley wide expo and how the Greater Westside Board of Trade remains dedicated for advocating for citizens in the community.

Council provided kudos for the work the Greater Westside Board of Trade does in West Kelowna.

Bea Kline and Wayne Heal, Green Bay Property Owners Association provided a PowerPoint presentation and was available for questions and comments.

Bea Kline spoke to the importance of understanding living in a small community of 58 homes, addressed challenges, achievements, and the upcoming Local Area Service project for dredging of the bay.

Bea Kline addressed ongoing issues:

  • Ground water going down Quails Gate Winery;
  • Safety on Boucherie Road between Green Bay and Mission Hill Roads;
  • Identified 2 parks not completed (Falcon Park and Wiig Park).

Staff spoke to improvements coming this fall addressing the safety issues on Boucherie Road.

Bryden Winsby, President, Lakeview Heights Community Association provided a PowerPoint presentation and was available for questions and comments from Council.

Bryden Winsby addressed who the Association is, their mission, accomplishments, upcoming projects such as parks, trails, road safety, residential and commercial developments and concerns regarding increasing costs of liability insurance for directors of non-profit organizations.

Tom Groat, President, Shannon Lake Neighbourhood Association provided a PowerPoint presentation and was available for questions and comments from Council.

Tom Groat introduced Executive Members Tony Rippon and Laurie Campbell in attendance.  

Tom Groat provided an update on improvements and achievements, the Community Survey, upcoming neighbourhood dinner, a new website created by a member and addressed the added benefits for decreasing the distance for pedestrians to cross the roads, road calming options and creating narrower streets to slow down vehicles in the area.

Tom Groat raised the following questions for Council:

Can the City's website include a link to Neighbourhood Association websites?

Shannon Lake Neighbourhood priorities: 

  • Shannon Lake Road infrastructure improvements;
  • Roundabout at Tallus Ridge Drive;
  • Improved traffic enforcement;
  • Controlled crosswalks as Asquith Road and Shannon Lake Drive.

Will Council make the need for a roundabout a priority and commit to a construction start-up date?

What enforcement will be put into place to address Shannon Lake residents concerns?

What assurance is there with the OCP to create a safe, active transportation infrastructure on Shannon Lake Road?
