CALL THE REGULAR COUNCIL MEETING TO ORDER

The meeting was called to order at 6:01 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public.  All representations to Council form part of the public record.  This meeting was webcast live and archived on the City's website.

INTRODUCTION OF LATE ITEMS

2.1

Replacement Pages 118, 119 and 120 of the Agenda Package, Schedule F - R2 Deletion Map and Schedule G - New RP1 Zone for P 24-05, Bill 44 Amendments - SSMUH (Item 8.3.1)

Schedule F - This new map includes the correct R2 zoned parcels.

Schedule G - This fixes an admin error with the frontage regulation (was 9.0m and has been corrected to 16.0m), and with .6 Other Regulations (now includes standard reference to minimum usable parcel area requirements – “not less than one half the usable parcel area”).

Regional District of Central Okanagan Highlights from the Thursday, March 28, 2024 Regional Board Meeting

5.2

Appointment of Regional District of Central Okanagan Board Directors and Alternates

Mayor Milsom announced the resignation of Councillor Johnson as a Director on the Regional District of Central Okanagan Board.

  Resolution No. C0133/24

  THAT Council, under Section 198 of the Local Government Act, appoint Councillor de Jong (with 3 weighted votes) to the Regional District of Central Okanagan as Municipal Directors for the remainder of the Council term effective May 5, 2024;

  AND THAT Council, under Section 200 of the Local Government Act, appoint Councillor Friesen as first Alternate and Councillor Da Silva as second Alternate for the remainder of the Council term effective May 5, 2024.

  CARRIED UNANIMOUSLY

  Councillor Johnston spoke about his resignation and other responsibilities in the community. He welcomed the new members to the board, appreciated the opportunity over the years.

Rise and Report - ALGEU Agreement

The City of West Kelowna is pleased to announce that it has reached a new four year agreement with the Association of Local Government Employees Union (ALGEU). The ALGEU covers all unionized employees within the City of West Kelowna, except firefighters. Congratulations to City Management and the ALGEU Executive on the conclusion of a successful bargaining process.

Mayors Update

The April 23, 2024 Regular Meeting was the last to be held in existing Council Chambers at 2760 Cameron Road. Council Chambers will move to West Kelowna’s first purpose-built City Hall.

• It was moved and seconded

  Resolution No. C0137/24

  THAT the Tax Multiplier Schedule as outlined in “Table 1” in the report from the Director of Finance / CFO dated April 23, 2024 be adopted;

  AND THAT City of West Kelowna Tax Rates Bylaw No. 0317, 2024 be given first, second and third reading.

2024 Solid Waste and Recycling Parcel Tax Bylaw Adoption

• It was moved and seconded

  Resolution No. C0138/24

  THAT City of West Kelowna RDCO Solid Waste and Recycling Program Parcel Tax Bylaw No. 0315, 2024 be adopted.

2024 Sterile Insect Release Tax Bylaw Adoption

• It was moved and seconded

  Resolution No. C0139/24

  THAT City of West Kelowna Sterile Insect Release Parcel Tax Bylaw No. 0314, 2024 be adopted.

  THAT City of West Kelowna Transfer Station Parcel Tax Bylaw No. 0316, 2024 be adopted.

• It was moved and seconded

  Resolution No. C0141/24

  THAT Zoning Amendment Bylaw No.0265.27, 2024 be given first, second, and third reading;

  AND THAT Council direct staff to schedule Zoning Amendment Bylaw No. 0265.27, 2024 for adoption following approval of the bylaw by the Ministry of Transportation and Infrastructure.

  CARRIED UNANIMOUSLY

Z 23-11; OCP & Zoning Bylaw Amendment (first and second); 2734-2736 Lower Glenrosa Road

• It was moved and seconded

  Resolution No. C0142/24

  THAT Official Community Plan Amendment Bylaw No. 0300.05, 2024 be given first and second reading;

  AND THAT Zoning Amendment Bylaw No. 0265.26, 2024 be given first and second reading;

  AND FURTHER THAT Official Community Plan Amendment Bylaw No. 0300.05, 2024 and Zoning Amendment Bylaw No. 0265.26, 2024 be forwarded to a Public Hearing.

  CARRIED; Councillors de Jong, Zanon and Millsap opposed

  The meeting recessed at 7:51 p.m.

Parks Master Plan and Recreational Trails Master Plan Update April 2024

Natalie Gerritsen Senior Parks Planner introduced Jana Zelenski, Lanarc Consulting. Jana presented a PowerPoint and was available for questions and comments from Council.

The Director of Engineering/Operations provided a verbal update on the water supply.

SILGA Resolution – FireSmart and Wildfire Mitigation Funding

• It was moved and seconded

  Resolution No. C0146/24

  THAT Council endorse the proposed resolution contained within the report from the Fire Chief dated April 23, 2024;

  AND THAT Council direct staff to forward the endorsed recommendation for consideration and endorsement by the Southern Interior Local Government Association (SILGA).
