The meeting was called to order at 7:37 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public. In accordance with COVID-19 protocols, Interior Health Restrictions, and the City's COVID-19 Safety Plan regarding indoor seated gatherings and events, limited seating was provided. All representations to Council form part of the public record. This meeting was webcast live and archived on the City’s website.

 

It was noted that Item Z 20-04 and DVP 21-21, OCP and Zoning Amendments, and Development Variance Permit for Goats Peak, Block C, was cancelled from this agenda.

    THAT the minutes of the Special Council Meeting held Tuesday, September 14, 2021 in the Gellatly Room, the Cove Lakeside Resort, 4205 Gellatly Road, West Kelowna be adopted.

    Resolution No.C294/21

    THAT the minutes of the Special Council Meeting held Wednesday, September 22, 2021 in the City of West Kelowna Council Chambers and Via Electronic Means be adopted.

The City of West Kelowna will be commemorating the first National day for Truth and Reconciliation on September 30, 2021, to honour the lost children and survivors of residential schools and their families.

The Mayor noted that September 27 to October 10 is GoByBike Weeks and encouraged residents to ride their bikes.

The Mayor advised that Council met virtually with the following Ministers during the UBCM Conference held September 13 – 17:

  • Indigenous Relations and Reconciliation Minister Rankin
  • Energy, Mines and Low Carbon Innovation Minister Ralston
  • Public Safety Minister and Solicitor General Farnworth
  • Housing Ministry and Attorney General Minister Eby
  • Minister of State for Child Care Minister Chen
  • Mental Health and Addictions Minister Malcolmson

The CAO provided an update on City of West Kelowna major projects.

    THAT Council approve the 2022 City of West Kelowna Council Meeting Schedule.

    THAT Council give third reading and adopt City of West Kelowna Official Community Plan Amendment Bylaw No. 0100.66, 2021; and

    THAT Council give third reading and adopt City of West Kelowna Zoning Amendment Bylaw No. 0154.106, 2021.

    Resolution No.C297/21

    THAT Council authorize the issuance of a Development Variance Permit (DVP 21-10) for 1305 and 1315 Industrial Road to vary S.3.25.1 of Zoning Bylaw No. 0154 to reduce the minimum setback for a cannabis production facility from a zone that permits dwellings as a principal use from 150m to 31m, in accordance with the attached permit (Attachment 1).

    Resolution No.C298/21

    THAT Council support the request of a variance for 3028 Shaleview Drive (DVP 21-18) to vary S. 10.4.5(g).1 of the Zoning Bylaw No. 0154 to reduce the minimum setback for a garage from the front parcel boundary from 6.0 m to 4.45 m for the purpose of increasing the buildable area on the parcel in accordance with the attached permit (Attachment 1).

    Resolution No.C299/21

    THAT Council approve a Multiple Family and Intensive Residential and Hillside Development Permit for the construction of a 26-unit townhome development (Tallus Ridge, Phase 10) with variances to Zoning Bylaw No. 0154, S.4.10 to reduce the number of loading spaces from 1 to 0, and S.10.9.5(f) to increase the maximum building height from 9.0 m to 9.75 m, in accordance with the attached permit (Attachment 5), subject to:

    • Submission of a landscape security in the amount of $233,787.25; and
    • Discharge and subsequent registration of an environmental no disturb covenant over the P1 lands following site grading and restoration works.

    THAT Council give first, second and third reading to “City of West Kelowna Rose Valley Water Treatment Plant Local Area Service Establishment Amendment Bylaw No 0280.01 2021”.

    THAT Council give first, second and third reading to “Property Tax Exemption Bylaw No. 0291, 2021; and

    THAT notice of intention to proceed with Bylaw No. 0291 be published on the 6th and 13th day of October 2021 in the Westside Weekly newspaper, circulating in the City of West Kelowna, pursuant to Section 94 of the Community Charter.
