The meeting was called to order at 6:08 p.m.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public.  All representations to Council form part of the public record.  This meeting was webcast live and archived on the City's website.

    THAT the minutes of the Regular Council Meeting held Tuesday, June 13, 2023 in the City of West Kelowna Council Chambers be adopted as amended.

Council encouraged everyone to attend community-led Canada Day and Westside Daze events at West Kelowna’s Memorial Park at 3737 Old Okanagan Highway. Canada Day festivities will run from 11 a.m. to 5 p.m. on Saturday, July 1. Westside Daze celebrations will take place from July 7 to 9. Find full details at westsidedaze.com. Council also thanked the volunteers who organize the events.

West Kelowna’s 2023 Music in the Park season kicked off June 23, with over 1,000 fans attending. Free concerts at Annette Beaudreau Amphitheatre will start at 6:30 p.m. every Friday until Aug. 25. Find the full season lineup and other event details at westkelownacity.ca/musicinthepark.

On behalf of Council, Mayor Milsom thanked the Westbank Museum and everyone who participated in and supported the second annual Westside Multiculturalism Day at Westbank Lions Community Centre. The event held on Saturday, June 24 featured pavilions and live performances representing 20 cultures.

Troy Clifford, Provincial President, Ambulance Paramedics & Emergency Dispatchers of BC provided an update about the roles and responsibilities their organization provides to BC and identified challenges. Troy was available for questions and comments from Council.

Jenna Dietz, Clinical Operations Director, BC Emergency Health Services was not in attendance to present to Council.

    THAT Council adopt Bylaw No. 0309 being the Green Bay Dredging Project - Phase 1 Establishment Bylaw.

    THAT Council consider the 2022 Annual Report for adoption, which includes the adopted Audited Financial Statements, prepared in accordance with Sections 98 and 99 of the Community Charter.

    THAT Council give first reading to City of West Kelowna Official Community Plan Amendment Bylaw No. 0100.71, 2023; and

    THAT Council give first reading to City of West Kelowna Zoning Amendment Bylaw No. 0265.14, 2023.

The Applicant David Mori, D.E. Pilling & Associates Ltd. provided a verbal update on supporting the alternate recommendation on the application and was available to answer questions and comments from Council.

    THAT Council defer consideration of Z 17-02, Application Extension, 3290 Glenrosa Road, 3280 Glenrosa Road and Salmon Road for a period of three months.

    Resolution No.C258/23

    THAT Council authorize the issuance of a Development Variance Permit (DVP 23-06) for 3696 Inverness Road to vary S.3.19.1 of Zoning Bylaw No. 0265 to reduce the minimum parcel area required for a carriage house on an R1 property from 1100 m² to 1012 m² in accordance with the attached permit (Attachment 1).

    Resolution No.C259/23

    THAT Council direct staff to rename the Gellatly Village Neighbourhood Centre to Gellatly Village; and

    THAT Council give first and second reading to the “City of West Kelowna Official Community Plan Bylaw No. 0300, 2023”, including the recommended revisions to Gellatly Village; and

    THAT Council direct staff to schedule the Public Hearing for Bylaw No. 0300, 2023, following Council’s consideration of the Official Community Plan (OCP) and the City’s Financial and Waste Management Plans, and referral of the OCP to the Agricultural Land Commission.

    Council unanimously agreed that Thursday, July 20th, 2023 be set as the Public Hearing date for the OCP.

    Resolution No.C260/23

    THAT Council considers “City of West Kelowna Official Community Plan Bylaw No. 0300, 2023” in conjunction with the Financial Plan as per Local Government Act Section 477(3)(a)(i); and

    THAT Council considers “City of West Kelowna Official Community Plan Bylaw No. 0300, 2023” in conjunction with the Waste Management Plan as per Local Government Act Section 477(3)(a)(ii).

    THAT Council support the Central Okanagan Regional Emergency Program’s application to the Community Emergency Preparedness Fund’s Emergency Evacuation Grant Program for $156,600 to complete a Public Notification & Evacuation Route Planning Framework; and

    THAT Council approve of the Central Okanagan Regional Emergency Program applying for and receiving and managing the grant funding on behalf of the City of West Kelowna.

    CARRIED UNANIMOUSLY
