CALL THE REGULAR COUNCIL MEETING TO ORDER

It is acknowledged that this meeting is being held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting is open to the public. In accordance with the City's COVID-19 Safety Plan regarding indoor seated gatherings and events, limited seating will be provided on a first come, first serve basis. Vehicle and Equipment Emission Reduction Policy - Revised

This item was considered at the November 9, 2021 Council meeting where Council moved and seconded the motion. Following discussion on the matter, Council resolved to defer adoption of the policy for a period of one month. As this item has been moved and seconded it is now before Council for consideration of adoption.

• Recommendation:

  THAT Council adopt the Emission Reduction Policy as revised dated December 14^th, 2021; and

  THAT Council approve of staff applying for all applicable rebates to support the vehicle emission reduction initiative.

2022 Financial Plan Early Approval Requests

This item was postponed from the December 8, 2021 Special Council meeting. A report on this matter will be circulated separately as a late item.

UBCM Strengthening Communities' Services - Grant Program Update

8.2

DEVELOPMENT SERVICES

8.2.1

DP 21-27, Multiple Family and Intensive Residential Development Permit with Variances, 852 Anders Road

• Recommendation:

  THAT Council approve the issuance of a Multiple-family and Intensive Residential Development Permit, with variances to Zoning Bylaw No. 0154, S.10.10.5 (h) to reduce the minimum amenity space from 500 m² to 0 m² and S.4.10.1 to reduce the number loading spaces from 1 to 0, to accommodate a 20-unit townhome development, on Lot A, District Lot 2689, ODYD, Plan 38090 (852 Anders Road), in accordance with the attached permit (Attachment 1) and subject to:

  • A $36,000 amenity space cash-in-lieu contribution to the City for park improvements;
  • Submission of a landscape security in the amount of $87,414; and

  THAT Council direct staff to establish a reserve fund for the $36,000 cash-in-lieu contribution in the Lakeview Heights Neighbourhood.

Z 20-08, OCP and Zoning Amendment Bylaw No. 100.62, 154.96 and 154.97 (Second Reading), 2211 Campbell Road

• Recommendation:

  THAT Council give second reading to City of West Kelowna Official Community Plan Amendment Bylaw No. 0100.62, 2021 (File: Z 20-08); and

  THAT Council give second reading to City of West Kelowna Zoning Amendment Bylaw No. 0154.96, 2021 (File: Z 20-08); and

  THAT Council give second reading to City of West Kelowna Zoning Amendment Bylaw No. 0154.97, 2021 (File: Z 20-08); and

  THAT Council direct staff to schedule the proposed bylaws for Public Hearing.

P21-01, OCP Update, Preferred Growth Concept - Vibrant Centres and Complete Neighbourhoods

• Recommendation:

  THAT Council direct staff to proceed with development of a draft land use plan and initiate policy development based on the preferred Growth Concept – Vibrant Centres and Complete Neighbourhoods.
