Rose Valley Water Treatment Plant Update

Verbal update from the Director of Engineering and Operations.

8.1.2

Mount Boucherie Community Centre Restoration – Project Update

• Recommendation to Consider and Resolve:

  THAT Council approves the strategy and next steps described in this report that includes releasing a Request For Proposal to select a preferred proponent to lead the City through a Progressive Design Build strategy for the Mount Boucherie Community Centre (MBCC) Restoration Project;

  AND THAT Council approves the use of the 2023 Capital Budget for the MBCC Gym Study ($40,000) and MBCC Restoration Drawings ($150,000) to cover the costs associated with the next steps strategy described in this report.

8.1.3

Firehall 32 – Progressive Design Build – Elector Assent

• Recommendation to Consider and Resolve:

  THAT Council direct Administration to complete an Alternative Approval Process (AAP), to gain elector assent, in 2024, for the Firehall 32 Project;

  AND THAT “City of West Kelowna Loan Authorization Bylaw No. 0313, 2023”, a bylaw to authorize the borrowing of up to $8,000,000 towards the construction of a new Fire Hall 32 building, be read a first, second and third time, by title only, on this 28^th of November 2023.

West Kelowna RCMP – Strategic Plan

• Recommendation to Consider and Resolve:

  THAT Council receive for information the report titled “West Kelowna RCMP – Strategic Plan, dated November 28, 2023 from the Deputy Chief Administrative Officer.

Application No. Z 22-08 – Zoning Bylaw Amendment (2741 Auburn Road)

• Recommendation to Consider and Resolve:

  THAT Council rescind second reading of City of West Kelowna Zoning Amendment Bylaw No. 0265.12, 2023;

  AND THAT Council give second reading as amended to City of West Kelowna Zoning Amendment Bylaw No. 0265.12, 2023.

• Recommendation to Consider and Resolve:

  THAT Council endorse the City of West Kelowna Housing Strategy (Final Draft).

8.5.1

Shannon Lake Road Active Transportation Corridor – Design Decision Points

• Recommendation to Consider and Resolve:

  THAT Council direct staff to proceed with the Shannon Lake Road Active Transportation Corridor design Option 3, Multi-use Pathway on Both Sides of Roadway; and

  THAT Council direct staff to not proceed with the Roundabout design.

B.C. Active Transportation Infrastructure Program 2024 Grant

• Recommendation to Consider and Resolve:

  THAT Council support the City of West Kelowna’s application to the 2024 B.C. Active Transportation Infrastructure Program requesting the maximum $500,000 contribution for eligible Shannon Lake Road improvements from Westbank First Nation to Swite Road;

  AND THAT in the event of a successful application, Council authorize the Mayor and/or the Chief Administrative Officer to endorse the contribution agreement, as will be required;

  AND FURTHER THAT in the event of an endorsed agreement, Council revise the 2024 to 2028 Financial Plan and the 2024 to 2033 Capital Plan to reflect the approved grant contribution towards the active transportation infrastructure project.

Adoption of Local Area Service Inclusion – 1045 Bear Creek Road

• Recommendation to Consider and Resolve:

  THAT Council adopt “City of West Kelowna Rose Valley Water Treatment Plant Local Area Service Establishment Amendment Bylaw No. 0280.03, 2023”.

Adoption of Local Area Service Inclusion – 1931 Bartley Road

• Recommendation to Consider and Resolve:

  THAT Council adopt “City of West Kelowna Rose Valley Water Treatment Plant Local Area Service Establishment Amendment Bylaw No. 0280.04, 2023”.

FIRE RESCUE SERVICES

8.7.1

Emergency Equipment Replacement – McDougall Creek Fire

• Recommendation to Consider and Resolve:

  THAT Council allocate $35,000 from the Fire Equipment Reserve to facilitate the replacement of damaged equipment and firefighting foam consumed in August 2023 during the McDougall Creek Wildfire event.

Hometown Heroes Gear Dryer Award

• Recommendation to Consider and Resolve:

  THAT Council receives for information the report titled “Hometown Heroes Gear Dryer Award” from the Fire Chief, dated November 28, 2023.
