In accordance with the City’s Procedure Bylaw No. 258, the Mayor authorized attendance by telephone for Councillor de Jong at today’s meeting.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan Peoples.

This meeting was open to the public and all representations to Council form part of the public record. This meeting was webcast live and archived on the City’s website.

The Mayor invited the Community to attend the Grand Opening of the Multi-sport Dome on Saturday, November 16, 2019.

 

Council brought forward Item 8.1.1 at this time.

 

8.1.1    Z 17-07, OCP Bylaw No. 0100.49 and Zoning Amendment Bylaw No. 0154.59 and 0154.66 (Post PH), 2211 Campbell Road (Blackmun Bay)

Resolution No. C358/19

THAT Council deny the application (File: Z17-07) to amend the City of West Kelowna Zoning Bylaw for 2211 Campbell Road; and,

THAT Council rescind first and second readings of the City of West Kelowna Official Community Plan Amendment Bylaw No. 0100.49 and Zoning Amendment Bylaw No. 0154.59 and No. 0154.66 (File: Z17-07); and,

THAT Council direct staff to close File: Z17-07.

    THAT Council appoint Councillor Zilkie as representative to the Economic Development Committee for a one-year term.

    THAT Council appoint Councillor Friesen to the Okanagan Regional Library Board for a one-year term and that Councillor Zanon be appointed as the Alternate.

    THAT Council appoint Councillor Findlater to the Airport Advisory Committee for a one-year term and that Councillor de Jong be appointed as the Alternate.

    THAT Council appoint Councillor Zanon as the Representative to the Municipal Insurance Association for a one-year term and that Councillor Friesen be appointed as the Alternate.

Councillor Findlater gave a brief report on the YLW Airport Advisory Committee.

Ms. Trent and Ms. Locicero provided Council with an update on the West Kelowna Transmission Project Update.

 

6.1  Meg Bjordal, Community Coordinator, WildSafeBC

Jeff Hanratty, Conservation Officer and Meg Bjordal provided a summary of the WildSafeBC Okanagan Westside 2019 Program Delivery and identified opportunities for next year.

    Resolution No.C363/19

    THAT Council authorize a Development Variance Permit (DVP 18-14) for Lot 13, DL 485, ODYD, Plan EPP 69635 (2625 Casa Palmero Dr.) to vary Zoning Bylaw No.0154: S 10.4.6 (a) to increase the height of a single building wall from the lowest elevation of grade at the foot of the wall to the lower surface of the eave from 9.0 m to 10.5 m.

    Resolution No.C364/19

    THAT Council authorize a variance to City of West Kelowna Zoning Bylaw No. 0154 Section 10.4.5(g).1 to reduce the front parcel boundary setback from 6.0m to 1.81m for a front facing garage and from 4.5m to 1.5m for the remainder of the structure adjacent to the front parcel boundary.

Information report from Parks & Fleet Operations Manager

    Resolution No.C365/19

    THAT Council support the application to the Community Resiliency Investment Program seeking funding for 2020 prescriptions and operational fuel treatments; and,

    THAT Council authorise staff to use grant funds based on the priorities in the Community Wildfire Protection Plan Update and criteria of the Community Resiliency Investment Program; and,

    THAT Council authorise staff to include $64,500 in the 2020 operating budget for prescriptions and treatments, subject to Community Resiliency Investment Program funding support; and,

    THAT Council authorise the Mayor and City Clerk to execute the funding agreement.

    Resolution No.C366/19

    THAT Council support the City of West Kelowna’s application to the Community Emergency Preparedness Fund’s Volunteer and Composite Fire Department Training and Equipment Program; and,

    THAT Council permit West Kelowna Fire Rescue to use approved grant funding to purchase software and hardware and to facilitate firefighter resiliency training; and,

    THAT Council authorise staff to include $24,964 in the 2020 operations budget for training and equipment purchases, subject to funding being provided through the Community Emergency Preparedness Fund; and,

    THAT Council authorise the Mayor and Corporate Officer to execute the funding agreement.
